As for today JURI meeting, the two reports on intellectual property rights 
(Zingaretti and Fourtou's reports) have been briefly discussed. 
 
Following the Court's judgment of 13 September 2005 (Case C176/03 
Commission v Council) where the Court clarifies the distribution of powers 
between the first and third pillars as regards provisions of criminal law, 
the Framework Decision for which Mme Fourtou is rapporteur will be withdrawn. 
 
It is likely that articles 2 and 3 of the Framework decisions concerning 
the sanctions will be integrated in the Proposal for a Directive 
(Zingaretti's rapporteur). 
 
The Commission will present another proposal for a Directive by end of 
January 2006.  Zingaretti will wait for the new proposal before taking
any further steps.
