A third issue is the about 4minutes per import time, which is a pain
when there is about 1900 patents in the import queue. It is slow
because the table indices are being regenerated each time, which
also cause significant overheads.

Is it possible to import N patents (within a transaction block) without
messing with the indices and then regenerating them afterwards?

The schedule for update bot could also use some tweaking.

Recently granted patents are updated 9 months 10 days after grant.
Appealed patents becomes updated on a 1 month basis.
Withdrawn patents are updated 2 months after their last log event.
