[Gauss-parl] import + optimize

Hi!

I have continued the import, there are 37637 patents left.

I'm also running an optimise to make sure applicantdesignatedstate
is working. There was some further problems with the script.

I have also set up a crontab that should run the optimiser
every other weekday at midnight.

N.b. it would be interesting to parse some of the logs. Currently the
server is hit every few seconds by some chinese search engine.
