Removing non swpat from gauss

I have now converted all the old EBD files I had, such that all the 
known applications in IPC H or G classes are listed in the URL above.
(filename 0418 = week 18 in 2004)

That should give some data for finding and adding new swpat
applications to gauss, the most recent application in the DB is
probably from 2004.

Use http://gauss.ffii.org/Maintenance/add to add patents.
