Network access to postgresql@gauss

I would like to use graphical tools for progresql. But I do not have 
access to postgresql through the network. If you do not want to expose 
postgresql to the public internet then atleast accept connections from 
localhost.

I get the following error:
$ psql -U wiki PatData -h localhost
psql: FATAL:  no pg_hba.conf entry for host "127.0.0.1", user "wiki", database "PatData", SSL off
