Indeed, this was much faster:

PatData=> select idx,state from patents where applicant ILIKE 
'%microsoft%' and state<>2 and designatedcountry like '%EE%';
     idx    | state
-----------+-------
  EP1369779 |   264  Not valid, application withdrawn
  EP1361708 |    20  Granted. Within 9 month opposition window

and it seems all 557 are there :-)
