For you, "compiling" means: Send the .txl file to mlhtimport.

So, to recompile

  http://swpat.ffii.org/briefe/cons0406/text/index.en.html

get 

  http://swpat.ffii.org/briefe/cons0406/text/ConsText0406.en.txl

and send it (unchanged) to mlhtimport.

Hartmuts comment about the database is only relevant for people with
direct access to the ffii machine.
