Indeed, both are among the most important:

- dutch government is heading the council and refusing to act 
  according to their parliament's call
- italian government is most anti-swpat of all and most likely to be 
  willing to reopen discussion in Council
 
Btw, I not only renamed and changed stuff but also recompiled the 
appendices after applying a lot of corrections that gibus had called for.

I'll be checking the PDF files and improving the layout where called for 
today.
