The first thing would be to find recipients and their adresses. The
Urgent Call is addressed to "Heads of 25 governments and parliaments,
other concerned politicians". If you speak a bit of french,

give some examples.

Then, you take

and make addressed version from it (it just gives a better impression if
the recipient is addressed personally) and add references to the
appendixes you include (see again french version for an example).

And the last, but most important step is to deliver it. The optimal way
would be a personal delivery, like the Greeks did. But if this not
easily feasible, delivery by snail mail is best. However, you should
check per phone, if the letter was received and read.

Perhaps there is a recognized UK association which could co-send the
letter to improve attention.
