cons0406 status

Hello!

I followed the changes gibus made to the french sxw/pdf version and
removed the introductory sentence and added the big signatories (the
ones listed on http://swpat.ffii.org/letters/cons0406) instead of simply
pointing to the web page.

Additionally I enhanced the list on LtrCons0406Recv to include all
EU member states, using the following naming scheme found on http://kwiki.ffii.org/LtrCons0406De:

  LtrConsSendDe0406De 
  LtrConsRecvDe0406De 
  LtrConsRecvBe0406Fr 
  LtrConsSendBe0406Fr 
  LtrConsRecvBe0406Nl

I don't know why it's split in Send and Recv, but I changed all pages to
this naming (the France page is the only one which exists at the moment,
I linked it from the new naming).

The greek translation is ready and will be handled to the minister
tomorrow, according to Antonios Christofides.
