If you provide the script and/or the TFM/AFM files, and release your files
under a "Debian-free" license like the GPL, then I can put your files in the
"contrib" section: these are DFSG-free (Debian Free Software Guidelines)
packages that depend on DFSG-non-free software. The TTF's and TTC's, if
commercial, can't be packaged on Debian, of course.
I have created a dynamic script on Debian to create all of the subfonts using
Fontforge. Have a look at the source package of "latex-cjk-chinese-arphic"
under debian/rules.
