And plain TeX itself.  Even here start the problems.

Hmm, troff files need *a lot* of preprocessors usually, and nobody
puts them into the extension, e.g. `foo.eqn-pic-tbl' or something like
that isn't used.  Instead, groff has added a small script called grog
which scans the file to find out the necessary preprocessors together
with the used macro package.  Something similar would be a nice thing
for AucTeX also.

I'm not convinced yet but I don't object if someone wants to implement
automatic recognition of a special extension reserved for cjk-enc.
