Not exactly necessary, but convenient.
First, I think (and I going to argue also with other authors of
various preprocessors) that the *.tex extension should be reserved for
files processed by {La,pdf}TeX. In consequence, files requiring some
preprocessor should have a distinct extensions.
On large TeX distribution, say TeXLive, there are many sample files,
some of them requiring preprocessing. If the right kind of
(pre)processor can be inferred from the extension, we are closer
e.g. to automatic testing the consistency of TeX Live distribution.
On the other hand, the decision whether to use a preprocessor or not
is made before a file is created and it seems good to express it on
the first occasion, e.g. in the name of the file.

`usually' seems to me too strong statement. Is this mechanism used for
anything else besides `german.sty'?
